An interesting collision of circumstances: California prison health care receiver J. Clark Kelso is saying he hopes to seize billions of dollars from the California general fund to pay for much needed improvements to the state prison system.
The only hitch: the state is broke, and the state legislature has just failed to pass a budget, as it does every year. So, as a spokesman for the state controller notes in the article linked to above: “”Even if there was a court order, it would be problematic [for Kelso to get any money] because the fact is today there is no cash in the general fund.”
